Definition
Sovereign knowledge infrastructure is a knowledge graph, governance model and query layer that run inside an organization’s boundary. Queries may enter. Raw operational knowledge does not leave.
The problem
Many of the organizations that most need a governed map — public sector, banks, defense, critical operators — cannot put that map in a shared model provider’s context window. If the product assumes a cloud brain, it is not available to them.
What exists today
- SaaS AI tools that require data to leave the boundary to be useful.
- Air-gapped warehouses that store tables but not a governed map.
- On-premise models without an organizational graph to query.
Deca10 research question
Can construction, governance and query run entirely inside the organization’s boundary without reducing the graph to a static export?
Evidence
Deployment constraint is a product requirement, not a later mode. Architecture notes and deployment patterns will be published as they are proven.
